Outline of the system

The licensing of imports of strategic goods is regulated by the Strategic Goods Import, Export and Transit Act and the Regulation No. 281 of 28 September 1999, and is administered by The Strategic Goods Import, Export and Transit Control Commission.

Product coverage

The licensing covers goods used for military purposes, i.e. substances, materials, devices, equipment, systems and components thereof, know-how and technology, and goods used for both civil and military purposes (dual-use goods). Imports of the goods are subject to non-automatic licensing.

What documents is the importer required to supply with the application?

An importer is required to submit the following documents with the free-form application:
- A legitimisation or a copy of commercial register card;
- an activity licence in the case of licensed activity;
- documents which prove the origin of strategic goods;
- documents which describe the quality and technical characteristics (in case of chemicals – the formula of composition and if applicable CAS register number) of strategic goods;
- an agreement between exporter and importer or a copy of it.

It is up to the applicant to decide when to apply for a licence, knowing that the document will be issued within a maximum of 30 days of receipt of the application.
